Registration of Photo Studios for capturing of Seafarers photographs
The Merchant Shipping Secretariat is pleased to inform you that arrangements are now being made for accreditation of photo studios with this Department. After obtaining our accreditation, your studio will be able to submit digital photographs of Seafarers (for CDC, COC and SID) applicants online to the Department with required quality standards set by the International Civil Aviation Organization (ICAO). The Department is planning to launch the new system before 30 September 2022.
For purpose of submission of digital photographs, the Department will supply your studio with a software package that will help capturing, automatically verifying ICAO quality standards and submitting digital photographs to the Department. The software package will be issued free of charge to all accredited photo studios.

Requirements Photo Studio Client
- Equipment
- Personal Computer system (Desktop PC preferred) :
- OS : Windows 8/8.1 or latest (64 bit versions preferred)
- Processor : Intel Core i5 or above
- RAM : 4GB or above
- Hard Drive : 20 GB available space in C drive
- Monitor – Minimum resolutions is 1280 X 960 (CRT monitor not recommended)
- Internet connection :
- ADSL or Broadband Connection preferred
- Printer:
- Operating System supported standard color or black printer
- LaserJet printer preferred
- Standard Digital Camera (Cannon DSLR preferred)
- Minimum native (optical) resolution 8 mega pixel required
- Lens with focal length between 90mm and 130mm
- Minimum 72 dpi JPEG image (300 dpi preferred)
- Digital Camera must be connected to the Computer
- Tri pod
- Two professional studio lights with diffused lamp reflectors
- Environment
- Camera-to-applicant distance should be within the range of 1.2m to 2.5m
- Blue colored(18%) plain smooth back drop as the background
- Standard studio setup with necessary facilities for the applicant, inclusive of dressing rooms, mirror etc.
- Located closer to public transport facilities and easy access to applicants
- Lighting
It is considered GOOD PRACTICE to take ID photo indoors with proper external light source (flash lights or LEDs, etc.). To avoid the influence from other light sources, the photographic lighting should be stronger than the other sources of light. And the light should be soft and uniform to avoid strong contrast, hot spots and reflections on the glasses.
