- General Administration of the Merchant Shipping Act No. 52 of 1971
- Enforcement of the Licensing of Shipping Agents Act No.10 of 1972 ,issue of annual licenses and monitoring of Freight Forwarders, Non Vessels Operating Common Carriers, Container Depot Operators, Container Terminal and Container Freight Station Operators
- Deal with Matters pertaining to Maritime Wrecks
- Enforcement of compliance of International Maritime Conventions, preparing the related local legislation
- Functioning as focal point for IMO in Sri Lanka
- Enforcement of relevant International Conventions of ILO
- Approving and Auditing Maritime Training Courses, conducting examinations and certification of seafarers
- Supervision and Auditing of Maritime Training Establishments annually.
- Seafarer Registration, enforcement and termination of Crew Agreements

- Facilitation of Ship Owners to purchase ships and deal with their problems related to shipping

Policies
Following a liberalized shipping policy, which was in continued practice during this period considered a pre-requisite to attract more business to the shipping industry in Sri Lanka.
Objectives
Providing quality maritime education, training examination and certification of seafarers and ensuring safety of life and property at sea, enabling them to secure employment on foreign and national flag ships.
Promoting registration of ships under Sri Lanka flag and maintaining internationally acceptable standards through survey and inspection.
Work towards the eradication of substandard ships visiting our ports by conducting Ports State Control Inspections in line with the IOMOU on Port State Control matters in the Indian Ocean region.
Enforce the compliance of all applicable international conventions by all parties concerned, as appropriate
